“It Wasn’t My Fault.” You Hear It Every Time.
Now Rule It Right.
Fault and preventability are two different questions, and most fleets were never taught the difference — so good drivers get tagged for accidents they never could have stopped, and the tag follows them for years. X3 Preventability applies the ATA / National Safety Council standard to your facts, the same way every time, and builds the record to defend the call.
Tagged “Preventable” to Be Safe. Paid for It for Years.
A backing tap in the yard, a rear-end at a light, a deer at dusk. The safety manager has a file to close and no standard to close it by, so the default is “preventable” — even when the driver did everything right. That one word raises the premium at renewal, pushes a good driver out the door, and shows up as evidence against the company in the lawsuit two years later. The other mistake is just as expensive: “the other guy got the ticket, so it’s non-preventable.” Not true, and an insurer knows it.
There is a recognized standard for this. Most people were never taught it.

Your Facts In. The Standard Applied Out.
Describe the accident in plain words, or upload the police report, the driver statement, the photos and the dashcam clip and let X3 read them. AI extracts the facts; a deterministic rules engine applies the ATA / NSC standard; the ruling comes back with the rule that decided it and the confidence behind it.
Police report, statements, photos and video — extracted into the facts a ruling needs, each with a source pointer.
The binding ruling comes from a deterministic rules engine that encodes the standard — consistent, auditable, the same way every time.
Preventable, non-preventable, or undetermined when the facts on hand aren’t enough — never a default to “preventable” to close it out.
Every ruling carries a confidence score and flags conflicts across sources instead of resolving them silently.
Fault is collected as context, never as the determinant. A driver can be uncited, 0% at fault, and still preventable.
Every AI-generated determination is a draft until an empowered person signs it. Decision support, not a verdict.
Stop ruling on reflex. Start ruling on the standard.

Preventability Is Not Fault.
Fault is a legal question: who broke the law, who’s responsible, who pays — decided by police, insurers and courts. Preventability is a safety question: could a careful professional driver reasonably have done anything to avoid it — decided by the standard, regardless of fault. A driver can be cleared by the police, never get a ticket, and still have the accident ruled preventable. Mixing the two up is exactly what hangs good drivers and exactly where fleets misjudge.
“Whose fault was it?” — a legal question decided outside your fleet.
“Could the driver have prevented it?” — a safety question your program owns.
Three Rulings. One Standard.
Preventable
The driver could reasonably have done something — speed, spacing, attention, a spotter, yielding. Fault doesn’t matter. Backing into a dock, rear-ending a stopped car, clipping a fixed object.Non-preventable
The driver did everything reasonable and still couldn’t avoid it, so it should not count against them. Legally parked and struck; properly stopped and rear-ended; an unavoidable animal strike.Undetermined
Positions, sightlines or evidence are missing or disputed — it needs more before a determination; it stays open for review, not closed. The mistake is defaulting it to “preventable” to close it out.Not the CPDP. X3 makes your internal determination under the ATA / NSC standard. To challenge a crash on your CSA record, that’s a DataQ — X3 DataQ.
The Standard, Applied the Same Way Every Time.
The recognized industry guidelines come down to one question: could the driver reasonably have done something to prevent it? X3 walks every accident through that question in order, and leaves a record that survives the driver file, the insurer and the review board.
Describe it
Plain questions about what happened — or upload the police report, photos, statements and dashcam and let X3 read them.
Extract the facts
Positions before and at impact, speed, sightlines, conditions, what each party did — each fact with its source, each gap flagged.
Apply the standard
The rules engine runs the ATA / NSC scenario rules against the facts: categorical rulings, the carve-outs, and the flip conditions.
Gate on confidence
Borderline scenarios — intersections, animals, mechanical — are ruled undetermined and held for review instead of defaulting.
Ruling and reasoning
Preventable, non-preventable or review, with the rule that decided it, the confidence, and why fault didn’t change it.
Build the packet
Evidence index, annotated timeline, contributing factors, corrective action, review-board format — the structure fixed, the narrative drafted.
Human confirms
The determination stays a draft until your safety program signs it. Then it’s in the driver file, ready for the insurer.
Describe. Extract. Rule. Defend. Every crash, the same standard.

Every Crash Makes the Fleet Smarter.
Once every crash, incident and near-miss is recorded — and recording is free, forever — Fleet Monitor turns the history into prevention: the preventable rate month over month, the ruling mix across the fleet, the drivers who keep showing up, and the yards and intersections where it keeps happening.

Every crash, incident and near-miss in one permanent system of record, each with its ruling.
The driver on his third backing tap, the yard corner everyone clips, the ruling mix drifting the wrong way.
Corrective action tied to the ruling — a coaching outcome, not a fault finding.
The trend, the packets and the corrective actions, ready for the insurer and the renewal.
The crash that happened is the lesson. The next one is the point.
See Every Crash, Every Ruling, Every Driver. One Screen.
One view of the fleet’s accident record: what’s open, what’s ruled, what’s routed to review, which drivers and yards are repeating, and what it’s costing — the answer to “are we ruling this right, and is it getting better?”

One crash or five hundred. One standard, one record.

Twelve Specialists. One Ruling Brain.
Twelve specialized agents work inside X3 Preventability, each a callable unit of compliance intelligence grounded in the X3 DOT Skills corpus and verified 49 CFR. They intake the incident, read the report and the photos, watch the video, spot the pattern across the fleet, and build the defensible record — while a deterministic rules engine, not a language model, makes the ruling.

The Good Driver Keeps His Record. The Company Keeps Its Case.
A fleet that rules by the standard keeps the drivers it should keep, coaches the ones it should coach, and walks into the insurer’s office with a packet instead of a guess. A fleet that rules on reflex pays for every wrong call at renewal, in turnover, and in court. X3 Preventability puts you in the first group — one accident at a time.
The standard, applied the same way every time, with the reasoning.
Evidence index, timeline, rationale and the review-board packet.
The trend, the watchlist, the hotspots — and the coaching that moves them.

X3 Preventability is an internal safety and risk assessment under the ATA / NSC preventability standard — decision support, not legal advice, not a legal fault determination, and not the FMCSA Crash Preventability Determination Program (CPDP). To challenge a crash on your CSA record, use X3 DataQ. The carrier makes the final preventability determination. Not affiliated with FMCSA or USDOT.
